Making a payment from certain countries

The following guidance only applies to payers who are nationals of, or are living in the following countries: Afghanistan, Cuba, Crimea, Iran, North Korea, Sudan, Syria or Venezuela.

For payments outside of these countries please can use our online portal for payments.

Making a payment from certain sanctioned jurisdictions 

Prior to making any payment to the University (including deposit payments) affected students must contact receipt.enquiries@mailbox.lboro.ac.uk.

Our team will ask you to provide details of how you intend to make the payment. If the payment is not being made by the student, we may ask for details of the relationship between the payer and student, as well as information about the funds you intend to pay us with.

We will review the information you provide and confirm whether we can accept the payment, and if we can provide details of how you need you to pay as this may be different to our usual routes.

Following this process protects the University and will ensure your money is safe whilst it travels to us, as well as confirming that we can accept the payment whilst complying with international sanctions. Any transfers we receive that we have not approved in advance, or are paid via a different route than that agreed are likely to be returned to the payer.

What payments are we unable to accept? 

The complexities of international sanctions mean it is not possible to give comprehensive guidance on the payments we can accept. However, in terms of general guidance we are unable to accept:

  • Payments made directly from accounts held in certain sanctioned countries.
  • Funds transferred to us via a Money Exchange Business (other than Flywire) or other unrelated third party.
  • Payments from individuals/entities on UK sanctions lists.

Why does this only affect payers from certain countries? 

The University is required to comply with international sanctions imposed by the UK government. In addition, the University is also impacted by sanctions imposed by other jurisdictions (most notably the EU and USA) as these can affect our banking and payment partners ability to process payments.

Therefore, whilst any student may be asked to supply details of the payer and source of funds for any payment as part of the University’s normal Anti-Money Laundering (AML) checks, we do have some additional requirements for students from sanctioned countries. This is because the current sanction regimes, and AML legislation mean:

  • Payments to the UK using the international banking system (SWIFT) may not be possible.
  • Differences in sanctions in different jurisdictions may mean we cannot process the payment through our main student portal and we need to provide a different route to pay.
  • Sanctions prevent us accepting payment from certain named individuals/entities.

These restrictions mean we have no choice but apply different processes to students from sanctioned countries. However, all differences are in place only to ensure that the University both complies with its legal duties and ensures students funds are secure whilst being transferred to the University.
