Professor Dr Phebe Mann is a multidisciplinary expert in Construction Law, Management, and Engineering. She is professionally qualified as a Chartered Quantity Surveyor, Chartered Civil Engineer, and Construction Manager. Phebe is a Specialist Member of the Upper Tribunal (Transport Jurisdiction) Tax Chamber, the General Regulatory Chamber (Transport, Information Rights, and Estate Agent Jurisdictions). She also serves on the Agricultural Land Tribunal (Wales) and the Judicial Diversity and Inclusion Panel of the General Regulatory Chamber.

Appointed Deputy Chair of the Institution of Civil Engineers (ICE) Council, Phebe works closely with the ICE President, Trustee for Engineering Knowledge, and Director General to strengthen collaboration between Council, the Learning Society, and the Institution’s knowledge programmes. Her leadership contributes to shaping ICE’s professional agenda, enhancing its impact on industry and society.
A Chartered Civil Engineer since 1999, Professor Dr Mann previously worked on major highways and structures projects with Westminster City Council, Cambridgeshire County Council, and Atkins (now AtkinsRéalis). She was elected Chair of ICE London in 2022 and immediate past Chair. Earlier in her career, she was also the first woman Chair of minority ethnic background of the Chartered Institute of Building Leicester Centre.
Professor Dr Mann is a Fellow of multiple professional institutions, including the Royal Institution of Chartered Surveyors (FRICS), the Chartered Institute of Arbitrators (FCIArb), the Royal Society of Arts (FRSA), and the Higher Education Academy (FHEA). Phebe is also a Chartered Member of the CIOB (MCIOB) and a Chartered Civil Engineer (CEng MICE).
Phebe’s academic credentials span several disciplines and universities, reflecting her broad professional grounding. She studied Computer Science and Interdisciplinary Design for the Built Environment at the University of Cambridge, holds an LLB from the University of Buckingham, an LLM in Construction Law, Arbitration and Adjudication from Robert Gordon University, and completed the Bar Training Course at City, University of London. She also holds an MSc in Construction Management from Loughborough University, an MSc in Bridge Engineering and Management from the University of Surrey, and an Outstanding Award for her PhD in Online Collaborative Design (Educational Technology) from The Open University.
Professor Dr Mann was called to the Bar at Lincoln’s Inn in 2020, becoming the first female engineer of ethnic origin appointed as a Specialist Member of the Upper Tribunal (Transport Jurisdiction) in 2022. Phebe also serves the General Regulatory Chamber (Transport, Information Rights and Estate Agents Jurisdictions), Tax Chamber and Agricultural Land Tribunal (Wales).

An experienced academic and practitioner, Professor Dr Mann has held senior teaching and research positions at the University of East London, University of Westminster, University of Reading, the University of Law, and The Open University. She currently serves as a Visiting Professor in Construction Law, Management, and Engineering at Loughborough University, contributing to teaching, research supervision, and interdisciplinary collaborations.
Beyond academia and engineering, Phebe brings significant governance experience from her service as a former Elder and Trustee of Park United Reformed Church, Reading, supporting effective leadership and charitable governance.
